one sin of Dante is not to pay his debts although this is something more moral because he feels strongly guilty of cutting off the arm of his friend Enzo and to try to help him most of his money goes where Enzo although he admits not want it.

but in character, the GR cannot force him to use it, as we saw against WWH where GR noted that the Hulk was not sinning and therefore did not deserve the penance stare, although this could be retcon by marvel and make him able to use it when he wants because I haven't seen many GR comics

According to the Notable Attacks/Techniques bit on Ghost Rider's page: "Penance Stare: Ghost Rider possesses the supernatural ability to cause any individual who stares into his eyes to see and feel every bit of pain they have ever inflicted on anyone in their entire lifetime."

GR, dante may be a hero, but he's a bit of a sociopathic fight happy hedonist who selfishly looks down on anyone that can't rival him and is a total asshole to people he doesn't know because hes too cocky and ignorant of anything to care thats not a hot woman or demons.
