Two MHA Characters face off against one another.

Speed is equalised.
Deku has One For all: 100 Percent Restricted.
Deku starts in 5 percent Full Cowling

Tatsuki's U.A Saga Key is used.
Deku's U.A Beginnings Saga Key is used.

Deku is 0.71197 Kilotons.
Tatsuki is 0.68 Kilotons

Battle takes place at U.A, they start 15 Metres away from one another.

Well to start the discussion off, Tatsuki has a disadvantage when it comes to AP; deku having more AP in comparison.

However, Tatsuki has the advantage in range and the fact that Deku will struggle to get close to Tatsuki due to the Starlight Aura acting as a shield and a barrier. In addition to this, if he enters a 2 metre range of Tatsuki- he’ll begin to rapidly burn.

So Deku has the AP advantage while Tatsuki has the advantage in hax.

So Deku can attack from a distance with Delaware smash, and considering how smart he is, he'd formulate some plan around Tatsuki. Deku also has a massive LS advantage since he's class 100, and Tatsuki is just an average human.

I think Tatsuki should be able to play around Deku via his range, since they can both spam ranged attacks.

His genius probably will come into play, though, But I don't think it's a skill diff on Deku's side.

I think Tatsuki could win by throwing large AOE attacks Deku's way, though. Or frying him from the extreme heat he expels (I'm not sure how far Deku's heat resistance extends.)
 
Alright, so after thinking this over multiple times, I'm going with Deku on this. Deku has the LS advantage and can resist the heat from STARAIL, thanksto to Bakugo whose nitroglycerin-like explosions can reach 5,000 °C (Close to the surface of the sun) and considering how Deku formulates plans around quirks, he'd likely figure out a counter to Tatsuki and considering has htis on his weakness sectiuon: "Tatsuki is extremely cocky, and if he doesn’t perceive someone as a threat; he’ll usually draw out a battle which usually leads to his own demise due to underestimating a powerful opponent."

He could potentially draw out the fight, giving Deku more time to work around his quirk with a formulated plan and also this glaring weakness as well which all would help Deku further: Starlight Energy is a finite and highly volatile resource within Tatsuki’s body. It is not limitless, and if poorly managed, it can be depleted extremely quickly. If his reserves hit zero, there are severe consequences to him and his body. His body begins to deteriorate rapidly, bleeding profusely from nearly every pore and hole in his body, rendering him completely incapacitated for an extended period. This is due to the flow of Starlight Energy being replaced with blood, which leads to catastrophe. In cases where he’s about to run out of Starlight Energy, Tatsuki is forced to shut off his aura and cease using his quirk altogether in order to gradually build his energy reserves back up to avoid total physical incapacitation.

Overall going with Deku on this

It should be noted that Deku still does get burnt and hurt by Bakugo's explosions, so he won't be able to FULLY resist Tatsuki's explosions or attacks.
I think the Starlight Aura would play a part here to see if Deku will even be able to damage or land a hit on Tatsuki. As even if he get's close, he'll end up damaging himself most likely.

Okay, now that I’m free- I can make a fully written response.

Deku would still be extremely hurt by STARAIL due to the fact that Deku doesn’t completely resist Bakugo's explosions around this time of the series, as from what I can gather- he is still relatively burnt by Bakugo and his attacks. As we can see here.

Bakugo’s explosions are nitroglycerin, which from what I’ve researched- can only hit a maximum of 5000 degrees celcius. The photosphere of the sun (the surface,) burns at 5500 degrees celcius, approximately 500 degrees higher than the heat of Bakugo’s theoretical maximum explosion at the time. This means that Deku would still be very vulnerable to Tatsuki’s attacks and his aura (which burns at the same heat.)

Even with Tatsuki’s usual cockiness, it’s shown that when he is truly confident in himself- he’ll simply rely on his aura in order to defeat somebody if he doesn’t deem them worthy of his explosions, (which would most likely happen here.) and considering the fact that simply having his aura up doesn’t drain him as much as actually sending out attacks, I doubt Deku would be able to draw out the fight long enough for Tatsuki’s weakness to kick in.

To land a hit on Tatsuki, Deku would have to get close- entering the range of his aura and injuring himself gravely. And considering the fact that Deku doesn’t have prior knowledge on Tatsuki’s abiltiies, I don’t see why he’d stay far or attempt to plan around an ability he doesn’t know.

So yeah, gonna vote for Tatsuki here
