Scenario:

Character A has Mind Manipulation strong enough to control Character B

Character C has the same Mind Manipulation ability, but its base potency or weaker than Character A version

However, Character C possesses Probability Amplification, which passively turns even a 1% success rate into 100% certainty for all of their abilities, As a result, Character C successfully overrides Character A control and takes over Character B

Would this count as an additional layer of Mind Manipulation for Character C, since they can bypass a superior effect through probability?

Nah, Character C isn’t using mind manipulation to override Character A’s mind manipulation, so there’s no layered MM going on here. Like you said, Character C is relying on “probability amplification” (which falls under manipulation by wiki standards) to compensate for his weaker Mind Hax. That’s why his MM was able to bypass Character A’s, it’s essentially his probability manipulation covering for the gap in strength.

No, just enhanced mind manip or a mix of mind and probability manip.

Unless character A has assistance to his own mind manip and overcoming his mind manip over character B requires C to bypass A's resistance.
