I said I don't know the context of the statement. But a popular concept in DB right now is the dichotomy between mortal levels and the hostility universes are having with each other over who is superior. That is at least better support for something than "they're a cat and a mose."

I think Universe 4 god of destruction should get a page, being Beerus rival is enough info imo. It's very unlikely we will see feats from more than 2 more god of destruction in the future after the tournament ends unless there is a big war, so we have to go by statements anyway.

This wouldn't explain why this rivalry exists right between Universe 4 and 7. If bio pointed out that Quitela is Beerus rival and not "has a competitive behaviour", there must be a reason.Ryukama said:

Why does a specific reason for U7 and U4 being rivals matter so much? They are simply two territories that don't like each other and/or are competing to be better than one another. That's not such an outlandish thing.
And we don't give a character a rating based on a speculation just because one thinks the speculation is the only thing we'll get out of the character in the future.
Like I said I don't know the context of the statement so it could be a strength thing. But I think both the rivalry being about power or about mortal ranking seem reasonable.
