Basicly all High 4-C characters are scaled from 4-C Frieza who's been downgraded to Low 4-C.

Basically they are so far above Frieza that they reach 4-C, and High 4-C is an inch away from it, so they reach that

Early saiyan saga Goku and Piccolo are 5-B who are far below Raditz who is far below Nappa who is far below saiyan saga Vegeta who is far below Dodoria who is below Namek saga Vegeta who is below Zarbon's monster form who is far below Reecom Jeise and Bata who are far below Ginyu who is still 5-B

Keep in mind that 5-B and Low 4-C have about the same high end to low end ratio

Final form Frieza is roughly 40 times baseline by himself (a bit less but you get the idea), while Piccolo's feat is around baseline.

Goku and Piccolo are 5-B due to Piccolo's moon bust which was calculated to yield around baseline 5-B. The rest of them are scaled above Piccolo and they don't have enough evidence backing them up to reach the next tier.

Freeza's case is different. His feat was performed while he was in the first form and he has enough evidence which puts him on the very high end of Low 4-C in his final form. That's why he is rated as "At least Low 4-C" in his 100% form.
