Hmmm...
Enel isn't all that physically strong or durable, and was felled by a Pre-Gear 2 Luffy. He does have mobility, CoO, and DC. I do think Lucci is smart enough to think of a counter to CoO by using his own random attacks like how Luffy did. His speed should be much faster too, as his far faster than the massively hypersonic Kalifa. Kalifa, if you remember, reacted to Nami's legit lightning bolt without much problem, which should be as fast as Enel's own legit lighting attacks. It might be close though if Lucci can't figure out to tag him fast enough, but should he find a way Lucci would overpower him in a few strikes from his stronger Zoan forms
Because of that, with intangibility off, I give it to Lucci with mid to high-mid difficulty
