The people with energy weapons would still have the ap if I read the blog correctly. It just effects scaling to durability, which wouldn’t be effected much because the Courier and similar characters scale to tanking point blank rocket explosions. Also technically the Courier would gain some good durability against heat and energy attacks like the laser rifles.
Also I finished my list of powers based of stats and perks, this does not include equipment and some of the things like stealth mastery and social influencing definitely need to be reworded:
