It seems the high-end was accepted for 8-A, so Specter Knight is 423 Tons, wheras Feitan is only 145 , meaning that he's a little over 3x weaker than Specter Knight. Rising Sun might be able to harm Specter Knight, though.

Otherwise Specter Knight steals this in AP and the bagillion things he can do with his Relics, with slowing time, forcefeilds, teleportation, healing, intangibility, summons, explosives, duplication.

Feitan's only advantages here are range (Tens of kilometers is only really for lightning for Specter Knight) and his blind spot attacks; but the former will quickly be closed and the later can be solved with Specter Knight keeping at a safe distance from melee or just slowing time.
 
Do we take armor into consideration in these fights? If yes Feitan takes this because once he starts heating up the armor there will be agonizing pain coming from all directions and without immediatly removing it or jumping into water, it will probablly take half a dozen minutes to cool off on its own. Fire and lightning are the Achilles heel of steel armor.
