Usually travelling through time via sheer speed would grant that - usually, depending on context, obviously - but due to verse mechanism and rules, this one can't be immeasurable.

Shinra still has soul powers, I think. Cuz now it’s canon that Fire force happened before Soul eater. They seem to be much weaker which sucks. Gotta wait for the final epilogue.

idk. But the way I scale ftl in ff is that Shinra has time travel through ftl travel speed, his combat speed shouldn't also be time travel as that'd mean Sho's would also be but sho doesn't time travel when he's reacting to Shinra. Also Burns literally reacts to ftl Shinra in his stage 4 and Beni scales above that and then ofc people scale to Beni and so on. I do think the verse is immeasurable speed in combat but the wiki will never accept that. I also don't think anyones actually running the ff pages nowadays.

Well there is a universal thread for shinra but that's all ive seen for latest scaling.

If Shinra moves at ftl and Sho's reacting then how is that not ftl scaling? And They don't fight in stopped time, Sho can't get him stopped time since he's faster than the heat expansion of his ability.
