This calc was updated and re-accepted, which would upgrade Storm's lightning to 8-A+ at 869.26 tons. Regarding scaling, Sabretooth was able to withstand Storm's lightning while she was fully furious, and her power was also being boosted, so he should scale.
I also think Sabretooth should have two keys since he has a clear change in strength between Origins (1979) and the first X-Men (2004), going from being easily defeated by Wolverine to easily defeating him. So his first key would scale from Weapon XI's Optic Blast at 597.5 tons, and his second key from Storm's lightning at 869.26 tons. Regarding LS, I guess his first key could be Class K via ripping out Wraith's spine, or just upscale from Pre-Adamantium Wolverine at Class 25/50
