FTL Max Moves/Z-Moves in Pokémon?

Not sure if this was ever brought up, but I doubt it.

Basically, the move Detect allows the user to dodge most attacks for a turn. This includes moves like Solar Beam, Signal Beam or Mirror Shot, which move at the speed of light.

However, when it comes to either Max Moves or Z-Moves, Detect doesn't allow the user to fully dodge the move and takes a third of the damage instead, even with moves like Breakneck Blitz which they should be able to dodge just by moving to the side.

Does that make Max and Z-Moves FTL, or do we count it as a game mechanic because in game Detect is just Protect with another name?
 
I mean, we consider Phantom Force a Precognition bypassing move.
 
So should Shadow Force/Phantom Force bypassing Precognition be removed? Or are we cherry picking what's game mechanics and what not?
 
Tbh Phantom Force has a lot of possible reasonning besides just bypassing precog (like being outside of Detect's range, since it's litteraly an attack from a sort of parallel multiverse).
