Garou vs Pikachu 2: Literal Electric Bugaloo

Although I personally think Garou would win, there are good arguments being made from both sides and the votes keep tying up without much sign of stopping. So I believe it'd be appropriate to rule this as inconclusive.
 
If both sides have equivalent posts with constructive arguments, the thread shall be deemed inconclusive.

This should be closed as inconclusive, just like Boros vs Garou.
 
Btw, Groundon having attacks with massive AoE isn't really an advantage for him. Let's put it like this: it's like hitting a 7-C character with a non-point-blank atomic bomb. It's not gonna hurt him at all if Groundon can't concentrate all his AP in a concentrated attack that makes Garou absorb all the damage.

Anyways, yes, I have been reading the thread. Hence me saying, if it's physical, Garou would reflect it. WSRSF repells, nullifies, and redirects whatever it comes into contact with, and doubles the power of the technique.
No! Thats not how it works! Garou HITS Pikachu with his own attack and static travels through his body, he cant reflect that since theres no attack on Pikachu's side nor any projectile of lightning coming from Pikachu's body to counter.
