Gilgamesh vs a low 1-c character

Could Gilgamesh with Ea or gate of Babylon beat a low 1-c character like dr Manhattan Or strange visitor Superman ? Just would like to know it's limits and also learn more about the tier system with 2-A and 1-C difference and 2-C and 2-B difference etc

2-A: Multiverse level+ = Destroying an space with infinite universes/infinite multiverse

1-C: Complex Multiverse level = Destroying an 7/8/9-D space

2-C: Low Multiverse level = Destroying 2 to 1000 universes

2-B: Multiverse level = Destroying 1001 to an higher finite number
