Her AP guarantees that her shields are staying up from any of Glynda's attacks while Glynda can't say the same.

Witch can also ragdoll if necessary.

Granted, Glynda's superior skill and expirience means she certainly isn't helpless, and of course, one hit gurantees that. But Witch is likely strike first and harder due to her shields+TK
