I wouldn't suggest Base Goku. There's base Goku, Full power super saiyan Goku, and then the in between known simply as super saiyan. If that was used then I would probably vote for Toei Goku. He is not in the Dragon Ball Z manga, but rather a different canon where he is much stronger. Also, Manga Goku relies mostly on strength, proven against Toppo. This is a vote for Toei Goku.

I'm pretty sure Toei Goku slaps with the power difference since Chou Goku scales from the canon Cell in Super Saiyan while Toei Goku scales from a vast superior feat.

Nevermind, Toei Goku stomps. He's 943Megafoe while Chou Goku is 1Kilofoe.
