Luffy is far more skilled in combat compared to Homelander. Luffy also massively upscales from his AP value, being vastly superior to characters who can oneshot that value. He has >2x AP amps with his stronger attacks, which he regularly spams, which means his attacks would still be capable of harming Homelander.

Luffy is also faster than Homelander, and can greatly increase his speed with elasticity. This gives him ways of tagging Homelander despite his flight. Homelander mostly fights by bumrushing his opponents using his flight and superstrength, so its not likely that he'd air camp anyways. Homelander's standard tactic of using his strength won't work on Luffy due to his rubber physiology that requires bare minimum superior LS to deal damage to him through blunt force. Luffy's LS far surpasses Homelander's which grants him several wincons through that avenue.

The only thing Luffy would have to really watch out for is Homelander's heat vision, but given the fact that Homelander more often than not relies on physicals, it's very likely that Luffy can secure the win before it becomes a major issue. In the scenario where Homelander does use spam heat vision, Luffy's instinctive action, reactive power level, enhanced senses, and analytical prediction should cover his bases and allow him to avoid getting hit.

I wouldn't really say "otherwise" since the battle would play out the exact same way with speed equalized.

Based on what? The speed advantage is less that 1.5x, and Luffy's speed amp with elasticity would remain with or without equal speed.
