I'll give this to Luffy.

They're nearly evenly matched physically (which I'll get into later). Luffy being made of rubber gives him an edge here because it gives him a resistance to pressure points and any method of attacking that Garou has in this key. To be even dream about bypassing rubber's resistance to blows, he'd need far greater LS than Luffy, which he doesn't.

Luffy LS: 9.0304e9 kg
Garou LS: 14469453500 kg
(Difference of 1.60230483x in Garou's favor)
Luffy LS chain: Arlong is vastly superior Don Krieg, who preformed the 9.0304e9 kg feat using one arm. Arlong couldn't overpower the grip from Luffy's fingertips even when amped and pulling with both arms. Luffy's LS skyrockets when using his devil fruit.

Garou LS chain: Deep Sea King is vastly superior to the Sea Folk, who preformed the 14469453500 kg feat. Genos who was physically on par with Deep Sea King got 3 upgrades, and a heavily injured Garou could break out his grip. Garou's LS skyrockets with reactive evolution

Luffy AP: 46 Kilotons, 92 Kilotons with strongest attacks
Garou AP: 32 Kilotons, 64 Kilotons with reactive evolution
Luffy AP chain: Nico Robin could casually one-shot Pell, who preformed the 46 Kiloton feat. Crocodile could one-shot Nico Robin and a Hero Water amped Chaka. Luffy is physically stronger than Crocodile. He is far stronger with his devil fruit attacks. His Bazooka is 2x stronger, making him 92 Kilotons and his strongest attacks scale above that.

Garou AP chain: Garou is relative to those (Genos, Tanktop Master, Puri Puri Prisoner) who can one shot characters who are 32 Kilotons. His reactive evolution allows him to grow at least 2x stronger to 64 kilotons

While Garou is more skilled and with his RE will overtime outclass Luffy in terms of stats, he'll never become strong enough to close the gap that Luffy's rubber body gives him. He doesn't have access to Whirlwind Iron Cutting Fist, and he can't copy most (if not all) of Luffy's attacks. Luffy on the other hand can ward off powerful attacks with Balloon and his strongest hits like Rifle, Bullet, Bazooka would deal a lot of damage if landed. The most I could see this going is inconclusive, but I personally have Luffy winning 6 or 7 times out of 10.
 
Since a fight location was never specified meaning SBA takes place, what happens if Garou knocks Luffy into the big ass lake in the middle of Central Park?

He wouldn't know to do that plus I'm pretty sure somewhere in the series he can have like an air bubble around himself so water doesn't touch him.

I meant if it just naturally happened during the fight. Wouldn't that tip off Garou that water is a weakness of his?

I'm highly sure that trying to knock him anywhere is a no since well.. rubber attacks, pulling himself away from places.. etc.

There really isn't one.
 
Luffy doesn’t have an actual specific difference in strength needed to pass the threshold for hurting him. So Garou should hurt him, especially since he has RE and will quickly grow way stronger than Luffy (and is already stronger). The better Luffy does the worst it’ll get for him and considering Garou got more annoyed over being chopped apart, I don’t see Luffy keeping him down before being obliterated by RE.
 
Pretty sure that Garou stomps because of the cutting fist just tearing through Luffy's rubber body, not to mention he's borderline unkillable considering Rover blasted him a million times and didn't kill him despite the several tier difference between them.
