No size manipulation for Gouketsu, he can only stay at the size when he fought siryu.

Garou is at the stage when he fights Overgrown Rover, as he did not start to break his limits at this time, this means he's actually in the same league as gouketsu, as he one shot garou, and OR fought Genos, and beings slightly superior to him.

I think this fight would only be worth discussing if we used peak Human Garou, the one fighting Darkshine, because the he's strengths were rapidly changing and he had not perfected Water Stream Rock Smashing Fist yet.

Garou, Water Stream Rock Streaming Fist, Whirl Wind Iron Cutting Fist, and especially Cross Fang Dragon Slayer Fist will allow Garou to beat Gouketsu. Garou at his peak as a human blocked Darkshine's attacks, hinting that he finally perfected Water Stream Rock Smashing Fist. Whirlwind Water Stream Roaring Aura Sky Ripping Fist and by extension, Cross Fang Dragon Slayer Fist, creates shockwaves that will spread through the victim's entire body, which ultimately reduces the victim to dust.

If we're using Garou with imperfect Water Stream Rock Smashing Fist, I still think Garou would win because he still has Cross Fang Dragon Slayer Fist among other techniques such as Watchdog Man movements and Tanktop Blow.

Gouketsu isn't like Elder Centipede, who could just molt away the shockwaves, so he'll feel the full effects of Cross Fang Dragon Slayer Fist and lose the fight because of it.
