Iirc the ones that cannot be layered is temperature (either hot or cold depen on °C/F/K) and electricity (depend on volts and amp)
Posion is weird, cuz depend on lethality dox
Technically matter manipulation have its own layer system of "the smaller, the better"

Layerying is only for abilities that do not have a scientific measurement system, such as time, mind, soul, concept and other such haxes.

You kind of just answered your own question, it absolutely is a layered thing. Same with CM, info analysis, etc. Whether you guys think it should, or shouldn't be is another matter, opinions are always divided with this. But it doesn't change the fact various pages do list them as layers, in fact iirc staff have even mentioned that heat can be layered if an increase in temp wasn't specified but it was still able to overcome a resistance
