How many layers into Tier 0 is each Boundless character?

The title is fairly self-explanatory. Posting this in Fun and Games, as it is merely to satiate my curiosity more than anything else.

I might be completely wrong since I've only skimmed this and I still don't fully understand it, but I'll give it my best shot:
The Downstreamers (such a cool name) are massively above T0 since they're Woodin Cardinal level, while base T0 is Mahlo Cardinal level.
The Goddess of the Manifold, from the same verse as above, is an infinite number of layers above the Downstreamers.
