So basically said characters is said to be something that transcends time and space altogether.

They are capable of attacking anyone at any point in time and they do this to alter history or change causes to get an outcome. Basically they can use causality manipulating anywhere in point of time of the multiverse.

Their attack cannot be felt nor perceived except by entities who themselves exist on a higher plane and perceive reality differently allowing them to see changes in history as plainly as seeing things move.

They can move through anypoint in time of the multiverse but they need a guidepost to do so or else they will be moving and attacking blindly which makes it ineffective for them.

Well, no. Immeasurable is the ability to treat time as a movable direction. You can transcend time and space without being Immeasurable.
