Is it possible for martial artist to be 10-C/10-B?

Fiction aside, is it really possible for a weak human to practice martial arts irl? Or you HAVE TO be somewhat strong/enduring to do that in the first place? And if yes, to which extent? Is it possible to 10-C human with Below average stamina and speed to stay that way, but have some decent combat skill (well, they would know how to throw a punch/kick, but it's still gonna be weak af) or martial arts are almost automatically put you at high end 10-b - 9-c level?
 
Yes. it is possible that a weak human practice martial arts. Even childrens can practice.

If you continue to practice martial arts for a sufficient amount of time and with sufficient frequency, you will automatically become stronger.

This applies to every physical action. If you use your muscles and do not perform an action incorrectly in a way that could harm yourself, you will get stronger.

Thanks for the answer, so basically - you can't get decent combat skill while being weak, but overtime you most likely get stronger anyway

Yes. The training you receive to acquire decent combat skills will already elevate you to the level of an average person or beyond.
