to clarify: any fictional character that can beat goku in any way (trickery, hax, strength, speed) is outlawed and whoever violates the law gets arrested for 5 years

this law does not apply to dragon ball characters

Also I'm not saying this law should be enacted irl (it's stupid) I am just wondering how the people on VSBW would react to such a thing
