They do allow Limbo to win, though they aren't fast enough to win. If they were it'd be a win for Limbo.
 
@overlord Yes because that's literally what the rules state

You can try to change them again but last time someone tried it failed

Limbo has an absurd amount of ways to deal with his opponent he is just slower to activate it
 
The chances of Limbo winning aren't 0. Beiloune's own weaknesses and other semi-in-character actions could lead to Limbo managing to data-lize.
 
imma make a CRT for the scanner one day because it shouldn't work for versus matches unless the OP states that simaris wants the target for the sanctuary because its whole purpose is to data-lize simaris' targets not random targets
 
Another vote for Beiloune. Classification is a pretty defining factor though if he doesn't get it right the first time or early in the fight it can come back to bite him and thus Limbo could still win. But I'm voting B for the notion that in the long run he'll correct his mistakes if he makes them before he goes down.
