It's just decisive. Limbo still has a ton of win conditions he just gets "blitzed" before he has any chance to use any of them.

The chances of Limbo winning aren't 0. Beiloune's own weaknesses and other semi-in-character actions could lead to Limbo managing to data-lize.

Another vote for Beiloune. Classification is a pretty defining factor though if he doesn't get it right the first time or early in the fight it can come back to bite him and thus Limbo could still win. But I'm voting B for the notion that in the long run he'll correct his mistakes if he makes them before he goes down.
