2-A Ball has complete control over the flow of time of at least 1 infinite timeline universe (which means he can destroy it too) and can erase 18/12 infinite timelines universes from existence. It's not like he will not try to seal him again (if that's possible) or that his machines will get erased, he can create more out of thin air, because he's literally the one who invented them (the kais can create things, from clothes, to the hardest material in the universe, to entire stars an planets, that is not much, but the dragons' wish granting abilities can simply spawn more, Shenron was able to spawn things like ice cream, and a cooler. So a super rice cooker wouldn't be that far fetched).

Toon-Force breaks all logic and commons sense, so Ball can still do something about Zeeds' abilities (we can add the toon-force if it's needed for the match).

Don't worry Ball, I know you can do it, never give up my boy.

Zeed is able to bust one infinite multiverse just by existing when unsealed. He knows what is a threat and will take countermeasures to circumvent it. Literally the only reason why he was sealed at all was the fact that his other half/partner existed, serving as an anathema designated by God that prevented Zeed from winning (effectively Canon Sue status).

Zeed posed a serious threat to the one who created the concepts of everything in the Digital World (which is heavily implied to be much, MUCH, older than the human universe). Shenron's wish granting is nothing more than reality warping. He can easily do away with anything Super Shenron can pull off, whose Reality Warping is 2-C at best.

Toon Force only works to a point. Virtually anything and everything that gets remotely close to Zeed will be torn apart and absorbed, and he's borderline immune to virtually any time of conventional attack as it only makes him stronger on top of his virtual immunity to Reality Warping, Conceptual Manipulation, and Space-Time Manipulation.

So far, the only ones that can beat Ball are: possibly YHVH, Zeed and Arison. Chara is stalemante because they can't kill each other. Bill.. I'm not sure.

Considering how Porunga was able to recreate Earth, I doubt the creator's actual tier affects the strength of the dragon's wishes/reality warping.

No but seriously, Ball is basically unbeatable with the Toon Force and all those weird inventions. But, without the Toon Force, Ball is still pretty strong, but they still needs a little more hax to be the #1 2-B - 2-A. As of now, there are plenty of characters that can beat them.

Virtually every version of Lucifer except for the live action versions will roflstomp Ball regardless of Toon Force.

Do remember that Toon Force is effectively specialized and comedic Reality Warping. It's not nearly as potent as you think it is.
