Izuku Midoriya vs Hitmonchan

Can pokemon use their moves without restriciton when it isn't a battle between trainers? If so, I see hitmon winning by spamming Detects and Counter, unless Izuku decides to drop Full Cowl and go with 100% (yeah I know you said this is 9-A, but he is capable of switching mid-battle if he decides its worth it)

The aforementioned reasons aside, it also has Vaccuum Wave for a fast but weak ranged attack, the elemental punches, however they might help, & Agility.

If it's an Iron Fist Hitmonchan, Hitmonchan's punching moves also have 20% more power added to them.

Izuku may have to go 8-C to win....

....Or not. I'm not too familiar with BnHA, but Izuku's durability rating reads:

Durability: At least Room level+ | At least Large Building level (Is able to withstand his own physical attacks, could still remain conscious after being punched by All Might as well as by a villain who killed two other heroes with brute strength alone)

I'm not sure which form got him that 2nd Dura rating, but Hitmonchan only has "casual Room Level" AP/SS. Counter & possible burns aside, he may just be able to tank to win.

Of course, 1 other possibility is that, since Hitmonchan learns Agility, while its speed ratings do seem to be based off of its Attacking Speed, it seems like it could just play defensive until it can Speedblitz poor Deku, lol.

Izuku might have the better stamina, though.

So yeah, my vote goes to Hitmonchan. It can play defensive & pelt him with quick strikes, & then possibly speedblitz, assuming Deku's Large Building Level stats for I presume, his stronger forms, & possibly more limited stats don't come into play.
