My main issue with Jogo's scaling is the fact that he has some incredibly powerful techniques and a large reserve of CE, however when it comes to individual stats he doesn't have much going for him. He's less durable than Hanami who is damaged by GWE Yuji, he's comparable in speed to Hanami who gets tagged by GWE Yuji, and his AP outside of Maximum Meteor (which is successfully evaded by the likes of Panda) is largely featless, only successfully damaging an already fatigued and damaged Nanami, Maki, and Naobito (and even then it failed to kill them, Maki survived it relatively okay, Nanami was burnt but continued fighting, and Naobito was hit twice and still was stated to have lived for several hours after before dying to his wounds).People are forgetting that the 3rd finger was released by Kenjaku and the curses just to take a look on Sukuna's abilities

So no it's not just an assumption from Gojo, Kenjaku as well confirmed that Jogo was stronger than Sukuna at that time
Even when he fought Sukuna, Jogo acknowledge the gap between them is larger than he assumed (bringing into question the 8F level estimate) and Sukuna simply regards Jogo as "not bad" before dismissing him, and yet when he fights Mahoraga he growing visibly excited merely because Mahoraga could've MAYBE defeated his 3F self. Jogo may have greater CE reserves and a stronger attack than anything 3F Sukuna has, but overall I just don't see Jogo having the feats to win a fight against 3F Sukuna.
