Preface:
It's stated on Bartholomew Kuma's profile that he is able to affect Type 1 Concepts. I fully disagree with this. The evidence, which isn't even provided on the profile, to attain this conclusion is not only shaky when it comes to assuming it's discussing about literal Concepts--the exact categorization of Concepts affirmed, Type 1, is patently false.
Contention: Conceptual Devil Fruit:
Firstly, it's important to lay out the evidence and examine what exactly is being said. So, here is the scan (Chapter 1072) in question that details Kuma's ability and how it functions.
As clearly explained by Dr. Vega Punk: Kuma's ability works by taking invisible stimuli, like pain, and gives it form. Which then can be transferred onto others. This is hypothesized to other stimuli like memories, emotions, and mental images.
However, it's never described in a way that this is specifically giving form to Concepts. In actuality, it's implied the opposite. Dr. Vega Punk describes the process as something similar to transferring signals, by radio wave-activity, into the Nervous System of another. It's explicated in physical terms and conditions. So assuming it is affecting Concepts, instead of the biological stimulus exhibited by sentient creatures, is incredibly dubious and unsubstantiated.
This reasoning is further illustrated to be true by Dr. Vega Punk as he continues to explain: he presents other examples of stimuli generated by Neurons, like memories and mental images. Him specifying stimuli similar to pain, like memories and emotions, as being derived from neural activity, is a direct confirmation he is discussing them in the context of biological stimulus.
If the statement was an affirmation of him affecting the Concepts of these stimuli, neutral activity wouldn't be a requirement or an important subject to bring up. Concepts in general, but especially Type 1 Concepts that exist independent from Reality, aren't contingent or present in neutral activity. And can't be affected by simply materializing the biological system of nerve signals. Concepts are immaterial descriptions of Reality, and providers of attributes. Drawing a Concept from a materially-present stimuli, and instantiated attribute like pain, is exactly the opposite to what a Concept is.
Conclusion:
In short: there is no logically consistent way to interpret Vega Punk's statement as being a Conceptual one. That interpretation is invalid as it contradicts what is actually being said by Vega Punk. And if the assumption of Kuma's ability as being Conceptual is false, it also being Type 1, in its applicability, is by necessity false as well.
