Megaman has the edge vs Kid Lucy. Better hax overall, tho sealing seems troublesome.

Falldown Lucy definitely beats megaman.
 
Lucemon will definitely take Round 2, but Round 1 goes to Mega (and yes I'm horrifically biased towards my favorite game character ever).

They both have sealing, but Mega has literally withstood the influence of the living embodiment of all of humanity's sins and dark thoughts. He could potentially freeze Lucemon forever with the Giga Freeze attack or freeze time before absorbing him.
 
Would Giga Freeze stop Lucy? Since y'know....AncientGarurumo and AncientMega-somethingmon. But, everything else you stated pretty much kills Lucy here.

So R1 goes to MM due to Reppu's reasons and Kid Lucemon's only claim to fame being Sealing.

R2 easily goes to Lucy kinda easily.
