Everyone is free to make a profile without a CRT as long as it's under Tier 1.

I'd recommend, making a sandbox, before making the profile first.
you can learn how to make one here.
and when you feel like everthing in the sandbox is complete, you can click the icon of the paper with a twist on the bottom right to make the profile.

Only if the verse is popular. And once the profile is created, you have to use CRT's to update it, add to it, etc.

I am making a jinwoo profile. The thing is, it is going to go pretty in depth so it won’t need a crt for extra abilities anytime soon. It has some abilities like Nep tho. So I would assume that it would actually need a crt. Solo leveling is popular for sure, but I guess not in terms of power scaling

You put them in Blogs and then send them here to get evaluated by calc group members and accepted before adding them to a profile.
