As soon as I rememberd this game I had to make profiles for it. First I wanted to check if we had any and what do you know, we had Toan's page.
However his stats are wrong and he's missing a lot of powers and abilities. Luckily I won't bore you by going of all that. I'm just going to tackle his stats and do the other stuff later.
To get things started, 5-B and 4-C are outliers.
4-C: First of all the Sun Swords description states "A sword capable of cutting through Darkness. Legendary." The person in Maska village stating it can smash stars is just hype. Especially since said sword transforms into the Big Bang Sword and it's description says "Star-powered sword."... So it can smash stars but a stronger weapon that it turns into is powered by a star.. yeah no, plus the Sun Sword Is a mid tier weapon.
I won't be using the Big Bang Sword description either because the Chronicle Sword (Toan's strongest sword) description says "Worlds crumble before it's might". The Chronicle Sword is an ultimate weapon and the Big Bang Sword is high tier weapon so yeah. Their aren't any 5-B feats so 4-C is a no.

5-B: So first their are no planet level feats, and all the statements use the word world. The context of them needs to be analyzed carfully. The Dark Genie is stated to have burned the world away in the past. Obviously he didn't burn the planet to nothing because the story takes place on said planet and that's high 6-A at most. He has a statement that he burnt entire countries in the past which isn't 5-B, he's stated to capable of bringing the world to it's end but it never said he'd do it in one shot and in two of these statements it was implied he did it gradually.
Their is only one statement were it says he can destroy the world in an instant.

Speed: the Hypersonic on Toan's page needs to be removed because their aren't any feats.
Sub-Reletivisic combat and reaction is fine as the feat linked on his page are legit. The Sun Giant is controlled by Toan's mind, he controls all of his movements, tells it when to stop and such. He fights the True Dark Genie who is far Superior to the Sun Giant so Toan's combat and reaction speed scale.
So my proposal

The link on Toan's speed takes you to 3 calcs, one is the speed feat, the second is the false Darlk Genie rasing Dark Heaven Castle which came up to 400+ Kilotons High 7-C.
Note: ignore the other calc as the False Dark Genie didn't destroy half the world in one shot. He did it Town by Town.

Attack Potency: At least Large Town level (Defeated the true Dark Genie who is vastly superior to the false Dark Genie who raised Dark Heaven Castle), Possibly High 6-A (Fought and defeated the true Dark Genie who burnt entire countries and the whole world in the past and has gotten stronger since then. The Dark Genie has also been stated to have the power to destroy the world in an instant. Toan's strongest weapon the Chronicle Sword's description states "Worlds crumble before it's might.")
