Starly's movepool is kinda limited, ya know.

As a newborn they only know Tackle.

I think you missed that this is a Newly born starly.

Depending on the moves of the mother and father know the newly born starly could have access to moves that it would normally only obtain via level up

It could also get moves it's mother knows depending on the mother it could also get moves that it would not noramlly be able to obtain at all.
