The Metal Gear Solid 4 Data Base is the encyclopaedia for the MGS series, giving information about the canonical lore throughout the series, and it does bring up an important piece of information about the Exoskeletons:

Exoskeleton

Technology that replaces the body with artificial materials to increase combat capabilities.
Increases human strength by several times using the power of electric actuators, artificial muscles, and compressed air.

Several times meaning more than 2 (at least 3 to at most 10), Gray Fox was given an Exoskeleton when he was changed into a Cyborg as well:

Gray Fox's remains, blown apart by a landmine, were secretly recovered by the Patriots.
Under Dr. Clark's treatment, Gray Fox was brought back to life, pumped full of drugs, and used as an experimental gene therapy test subject as part of Genome Soldier research. Gray Fox slaughtered Dr. Clark, escaped from the research facility, and began to hunt down Solid Snake, leading him to infiltrate Shadow Moses Island.
Armed with stealth camouflage and a reinforced exoskeleton, Gray Fox plunged Shadow Moses Island into panic under the guise of the Cyborg Ninja. He cut off Revolver Ocelot's dominant right hand, and orchestrated a meeting with Solid Snake through Codec communications under the alias "Deepthroat". His reunion with Solid Snake took place before Metal Gear REX. The mech severed Gray Fox's left arm, while Gray Fox managed to destroy its radome (radar), which served as REX's eyes. Ultimately, he was trampled by REX, bringing an end to his turbulent life.

This means that he at least got 3 times stronger than his previous human self, who is accepted as scaling to Big Boss's feat of tanking Volgins lighting which is 23.55 tons of TNT (City Block level), multiplying that by 3 times gives us 70.65 tons of TNT (City Block level+). This doesn't end here either, in MGS2 base Raiden should scale comparable to MGS1 Snake who is comparable to (Cyborg) Gray Fox. This is due to the fact that he was trained through simulations of the Shadow Moses incident which are on to one with the actual events, with the Patriots hoping for him to turn out as the ultimate soldier after the test:

Solid Snake Simulation

The ultimate VR combat simulation, used as a cover story for the S3 Project. It was a training program designed to artificially reproduce Solid Snake, the greatest soldier in history. By using Solidus Snake and Olga to recreate the Shadow Moses Incident, the Patriots hoped to turn Raiden into the ultimate soldier.
However, the Solid Snake Simulation training was only one part of a larger plan, and the S3 Project's true purpose lay beyond it. Raiden, as a model "everyman", was placed into the extreme environment of the Shadow Moses Incident under conditions similar to those faced by Solid Snake. The simulation was set up to prove that GW could create, control, and converge Raiden's emotions, thoughts, and actions. providing the basis for executing the real S3 Project, "Selection for Societal Sanity".

Meaning Raiden scales to that 70.65 tons of TNT value as well, he then acquires the skull suit during the events of MGS2 which is outfitted with an exoskeleton:

Skull Suit

The suit Raiden wore when infiltrating the Big Shell.
Consists of a skull-like face mask and an exoskeleton that protects the body. Created with electronic weaving technology using optical fibers. Known as "smart skin". Feels similar to rubber, but effectively shields the body from a variety of toxins.
It also has a sharkskin texture to lower water resistance by 10% and provides a feedback mechanism for bodily damage and blood loss that exchanges data with nanomachines in Raiden's bloodstream.

And again the exoskeleton boosts his strength by at least 3x, getting him to 211.95 tons of TNT (Multi-City Block level), surpassing even MGS4 Raiden's value of halting outer heaven which is 156.78 tons of TNT, though by all means his MGS4 cyborg self should be superior than his MGS2 self by an unknown amount meaning he should be "At least Multi-City Block level"

Conclusion​

Taking in all the information I've presented thus far, the scaling chain should now be like this:
  • Characters who are comparable to or superior than MGS3 Big Boss - 23.55 Tons (City Block level)
  • Characters who are comparable to or superior than Cyborg Gray Fox - 70.65 Tons (City Block level+)
  • Characters who are comparable to or superior than MGS2 Raiden (Skull-Suit) - 211.95 Tons (Multi-City Block level)
  • Characters who are comparable to or superior than Custom Cyborg Body Raiden (Base) - 65.875 Megatons (City level+)

Eh I don’t think Gray fox is getting any significant amps off the suit if the statement is meant to be taken as increasing the strength of the wearer by several times considering it’d be amplifying his mutilated / destroyed body as opposed to prime Gray Fox who would have perform similar to Snake/BB and then have the exoskeleton amping those stats.

Likewise Raiden is shown as only comparable to Snake whilst the latter doesn’t wear an exo suit meaning that if he gained any significant amps off it he’d still only scale to around Snakes level at the time.

This is quite outdated. Verse only resumes activity after the possible release of MGS4 on the master collection.

It also doesn't address Old Snake being superior to Laughing Octopus' tentacles which has been mentioned as an evolved version of Solidus' exoskeleton, and of which Snake can free himself from.
Anyway, apparently he's not gonna be 8-A and rather High 8-C (unless multipliers reaches that level or the few 8-B feats from Phantom Pain stops being outliers)

Volgin's elemental feat is not gonna be used anymore because... it's an elemental type feat and apparently it's wrong to use?

MGRR Raiden's feat calculation is wrong apparently, and even if it wasn't, it can't be used because blade mode is about to be FTL/FTL+.
 
I dunno, it was Chariot that said he might have a Low 7-B feat, i don't think he elaborated.
Man what do you mean, it’s not getting downgraded, the speed of Monsoon’s APC tossing is independent of Raiden’s slicing.

The speed of the City+ feat will always be the same. And when the hell’s Blade Mode FTL anyway?

Let’s not mention the feat can easily go 7-A anyway.

Kinetic energy cannot be used for FTL. Blade Mode is about to be FTL. The feat is about to be unusable but Chariot said there is already a replacement for it that people may like (pulverizing a huge chunk of CNT)

Kinetic energy may not be used to FTL but the speed in which Monsoon tosses those things is not FTL. It is scaled on the rain and not Raiden's slicing speed, that's where the KE and speed comes from. Even if Blade Mode becomes MFTL+ Monsoon's APC speed will be the same. And even w/that, you know Monsoon can throw multiple shit like this?
Every lower feat gets nullified by a few factors, such as EXCELSUS's superior durability, or the fact that HF blades are literally dura negation.
I'm pretty sure EXCELSUS laser feat has been debunked anyway.
Metal Gear Rising's getting massively lowballed, you know they can easily hit 7-A? You gotta be crazy to lowball it to Low 7-B, let alone High 7-C
There's even High 7-A feat with Armstrong's magma punch. And yeah, it's not an outlier. It is perfectly applicable, and the fact that he does it on a skyscraper is an oversight anyway.
