(MHA) A question regarding Shigaraki and the Tiamat Missiles

So my question is related to MHA, specifically it revolves around the current scaling associated around the Tiamat missile feat. In which a Nomu takes several missiles to the face instead of Shigaraki. Shigaraki was forced to use the Nomu as a decoy and dig a hole to survive. In that panel and this one Shigaraki states that he would have been killed by the missiles if the attack landed. The Nomu that he used as a decoy is weaker than Shigaraki, but took the attack and was just barely alive. Enough for it to activate a quirk and then die and so it was decided that the Nomu is scaled to 1/10 of the combined missiles. But wouldn't scaling to the missiles contradict Shigaraki's statements since Shigaraki scales above the Nomu who is scaling from an attack that would kill Shigaraki?
 
To answer the nomu was barely alive. So Shigaraki does scale above, but to what degree is unknown. The combined Island level potency would have killed Shigaraki but a single missile would Not.

The Nomu didn’t take the attack in a casual way. It was charred burnt and going to die no matter what happened. Which is why it doesn’t scale to the full potency
