Leaning on Cole due to how effetive and versatile his powerset is. Even with Infamous 1.

Close, but I'm slightly leaning towards Shepard due to greater experience, and slightly better abilities.

Yes some abilities Cole can counter, but Shepard could possibly stop Cole's movement using the Stasis ability or create a biotic forcefield around Cole to block his access to electricity.

Cole has higher maneuverability, physical prowess, and can annhilate him instantly with Lightning Storm. And if Shepard uses his Biotic Field to "block his access to electricity", Lightning Storm is a weather manipulation power, not to mention it can easily disable force fields from an organization hundreds of years more advanced than the world. Shepard's shouldn't be any different.

Cole has slightly faster reactions/combat speed, but Shepard has much faster movement speed.

Well speed isn't really going to assure perfect dodging against homing lightning that can come in from different directions. And mistakes can be made.

Not to mention most of Shepard's weapons are useless with Cole's Polarity Wall and Low-Mid Regenerationn.

And what do you mean "slightly faster"? Cole can dodge natural, point-blank lightning blasts, putting him at around Mach 4100. Shepard is only Massively Hypersonic, which is only Mach 100-1000. Not to mention that this is pure movement speed.

I didn't realise the speed gap :/ Anyway, he can be slowed down with Cryo abilities/ammo and Stasis. Summoning lighting with a biotic field will cause a HUGE explosion. Biotics don't react well with an electronic current.

Cole is immune to ice and cryokietic attacks and create a Town Level electromagnetic shield.

Still though, stasis just leaves him vulnerable to attacks if he can't move. Also Shepard has tech attacks (primarily overload and energy drain iirc) and disruptor ammo that can take easily take down shields.

Once again, this is inFAMOUS 1 Cole. He never fought any enemies with ice attacks and never received his ice powers, so he can very well still be vulnerable to ice attacks.

Just putting it out there that Shepard has received an upgrade. He's now Town level too.
