Neji Hyuga's attack potency

Neji's attack potency is listed as: Unknown. Likely Town level (Should be at least as strong as Sakura)... Since when was Neji as strong or stronger than Sakura? Please correct me if I'm wrong, but I don't remember this ever being shown or stated in the manga.
 
EOS Sakura is at least city lvl, so there's that.

Neji isn't as strong as Sakura but he doesn't have to be due to his fighting style. He's about Hiashi's lvl -- meaning capable of blocking and repelling the Juubi's physical assault. That also warrants city lvl.
 
I'm not opposed to Neji being town or city lvl or whatever if he has such showings. I'm just confused as to why on his page it says he's as strong as Sakura when he's not.
 
I'm also baffled as to how certain conclusions are reached at times lol.

For example, why is Juubito country lvl? Also how in the world is he considered Kakashi's inferior (God-tier > Top-tier) when it was Kakashi borrowing his eyes (meaning he's evidently not as proficient as Obito) and borrowing his leftover sage chakra?
