In Season 3 Episode 2, Rickmancing the Stone, Morty acquires a new arm and could easily oneshot Peak Human Fodders. That should make him at least superior to his Car Form in feats.
 
Honestly? No idea where oneshotting buffass apocalyptic humans ranks. It should be tier 9, so yeah, 9-C seems reasonable.
 
Okay. Feel free to add an extra statistics key for Morty after he received a new arm then.
