İn the one punch man manga chapter 89, in the Garou vs Royal Ripper and Bug God Battle, At the end of the battle, Garou is caught off guard and attacked from the back by the Royal ripper, then the Royal ripper attacks the Garou on the ground repeatedly, cutting him into pieces, This is clearly seen in the last panel.









I think Half Monster Garou should get immortality 3 with this scene.

3: Immortality via regeneration: Characters with this type of immortality can simply regenerate from wounds that would normally be lethal, though its effectiveness depends on the degree of the regeneration.

I disagree. Garou didn't survive because he regenerated. He overcame death, regenerated as a result. This is different than "immortality thanks to regeneration"

What Garou does is overcoming death and evolving as a result. It's not thanks to regeneration that he survives.

Though technically, Immortality Type 3 just says;
"Characters with this type of immortality can simply regenerate from wounds that would normally be lethal, though its effectiveness depends on the degree of the regeneration."
He did regenerate the lethal wounds there, so it's fine i guess?

First you claim it's "blood on the dress." Then you suggest the possibility that the Royal Ripper only "ripped off" Garou's arm in the second photo. This leads nowhere.
I didn't suggest Ripper ripped his arm off. That was sarcasm. The arm is clearly intact and no one cut it off. It's wildly absurd that from your perspective, Garou was cut to pieces, and Bug God says, "Wait, we shouldn't have killed him."
 
Idk man, the version from cubari (which seems to have more quality than the one linked in OP) clearly shows they are Garou's clothes.
