He is fighting millions of people at the same time, he wouldn't be able to Madness manip all of them thought, becouse u have to count the airplanes, tanks, etc, which don't require to stand in front of him, and Pennywise's Madness manipulation needs a little eye Contact to work.
Obviously he would be able to Madness manip many soldiers, but just those who are from the infantry.

Nukes kill everyone. You just need enough of them.
And I suspect that once the world learns they’re fighting some semi-immortal Madness-Bringing Clown-Spider thing. They wouldn’y be afraid to send everything they had at it.

The problem is that they wouldn't be able to bypass Pennywise's type 9 Inmortality.
IT would keep coming back from destruction. So nukes won't make it.
I'm afraid that Humanity's best option would be incap thought
 
Even if they can't kill IT's avatar, we have sound weapons tho, that should incap him
