Is this a joke?

This is clearly a stomp.

Spongebob has been throught electricity and easily survived it.

Pichu even hurts itself with it´s own moves.

But Spongebob would count as a water type by Pokemon rules so Pichu's attacks would be super effective against him. And no we don't count that as gameplay mechanics here.

And if Spongebob was a Pokémon, he would be Water-Grass type, therefore electric type moves would just be normally effective.

there is no proof him being grass type
 
The same thing can be said about the previous statement about Spongebob being just a water type.

Besides, even if anyone had, unless we somehow got a Sponge X Pokémon crossover, we can´t really tell.

Spongebob is a sponge, known for being water related,

being grass type? no idea

We can probably tell that he's a water type because he lives uderwater.

Either way, in that case, then Spongebob is also a grass type because he did photosynthesis before.
 
Peter vs Spongebob wasn't a stomp so this isn't either; Sponge for regen and transmutation (he's perfectly fine with turning people into food).
