Possible Krillin upgrade

In DBS 84, it was shown that Krillin could counter SSB Goku's Kamahameha, although it did not last long and Android 18 interrupted the match. Countering a 3-A attack is definitely not what a 5-B tier character can do.

It is PIS, Goku holding back for Krillin, or AP upgrade for Krillin?

No. Goku was obviously holding back to avoid injuring/killing Krillin, Goku hasn't fought someone weak like Krillin in his blue form, so it was very hard for him to hold back making his power leak aka rise to the point where 18 stepped in to stop Goku.
