Question regarding NEP and mind manipulation

As the title says, this is a question regarding these 2 abilities/Hax's. Can a character with mind manipulation affect a character with NEP 1? Let's take an example, we have character "X" and character "Y", character "X" has a high level of mind manipulation but has never shown to affect NEP, and on the other hand we have character "Y", he has a non-existent physiology , but has not been shown to resist mental manipulation on any level. So does Character "X" have any chance of affecting Character "Y" or does the Nonexistent physiology give you a safeguard to mind manipulation?

now that NEP has different aspects and not just nature
if they don't have a nonexistent aspect for their mind they can be mind haxed
If we assume Character Y has the aspect Type 3 for nonexistent in mind, by default he would resist/immune to it for his nature basically makes it so that he does not have a mind to be haxed in the first place even if he doesn't resist mind manipulation nor has feats of resisting it

the character would need feats to be able to affect NEP nature type 1 and aspect type 3 to be able to affect Character's Y's mind no matter how potent his mind manipulation
