Saitama could technically perma-kill Reinhard, since he has Soul NPI, but that isn't really something that is explored in OPM yet. Also, he has no way of avoiding the certain hit DP in combination with the existence erasure. Not like he'd even try to avoid it though.
So its a stomp. Come back when Saitama inevitably ends up resisting existence erasure or something I guess.

Soul manipulation resistance doesn't allow you to resist NPI. They are not the same thing. NPI is just the capacity to interact with a non-physical target. Soul manipulation is the manipulation of souls.
It's like saying that someone can resist getting punched because they resisted matter manipulation.
But I understand where you are coming from.
