I don't know much about Ryo, but I'd have to give it to Arceus due to its superior versatility. Space-Time Manipulation + Transmutation will prove too much for him considering the fact that he is rather lacking in terms of hax outside of reality warping.

Well, its a case by case basis. The series god tiers are well above the Pokemon God tiers (High 2-A v 2-B), but obviously not every Digimon is stronger then Pokemon.

Anyway, this is super old and outdated, so I'm gonna close it.
