If you mean as kids and Sasuke has no cursed seal I'd say Neji but Sasuke would still give him a good fight.
With cursed seal, maybe even or Sasuke's win.

Well, Sasuke as a kid actually used the Sharingan quite often to copy/predict movements such as Lee's and during the Chuunin's exam, actually managed to bypass Gaara's defense and use Chidori on him. He certainly shouldnt be underestimated, however Neji is also quite the strong fighte with Byakugan and etc.
