Literally any ranged attack she has would one-shot Boa. Even her voice would be enough because of her ultrasonic wave attacks.

Boa needs to put her hands out in order to do it too, it's not thought-based.

Conqueror's Haki is thought-based. The attack you sent above literally had Rouge doing a twirl before it hit so this isn't the best angle to go off of.

You're also ignoring the fact that Boa simply striking a pose or even saying a sentence is enough for her SI to work and stun people so whatever startup time you think Rouge has will be spent gooning.

In this too Rouge did a whole kiss emote before the attack fired so you're not helping your case. This isn't an AOE move either, it's a slow sphere that moves toward the target. In a speed equalized match against a master martial artist with really good precog and instawin hax, this is a pretty funny wincon to argue for.

Granted if this was modern era Rouge could just camp in the air and spam bombs, or use her own SI which has no startup time.
