Peter does have Regenerationn but not plot manipulation. I vote peter via Regenerationn and toon force.

Plot Manipulation comes from cutaways, ableit it's limited Plot Manipulation. It hasn't been added in yet though other characters like Stewie Griffin and Joe Swanson has that, meaning any Family Guy characters capable of using cutaways should have limited Plot Manip.

I just realized that. While Peter has more abilities, Shrek makes it up with his dura and intelligence.

Also, speed is equalized, so Shrek's reaction time won't give him an advantage
