Sailor moon has no regen in this form just revitalization. Silver surfer has the advantage , more versality and has several attack alternatives and it wins because essentially it has a resistance to soul manip.

I would make a more constructive comment later to explain my vote

Going by the key, Sailor Moon did not have her mid-godly regen, and only one new added ability. Regardless, it sounds like Sailor Moon has too much potent time hax for Silver Surfer. I think this is inconclusive, leaning towards Sailor Moon 5.5/10.

Oh and her solar system feat is pretty deep into 4-B.

You mean time rewinding? Surfer should be able to manage that, he has resistance to time manipulation as well. Does 4-B sailor moon have time paradox immunity? Surfer can go back in time and kill her as baby.

Yes, the technique that joseph said could be walkable, but it has a resistance to space time manip hand quite enormous, it resists to erasing via space time distortion, it has a pseudo Paradox Immunity, but 5/10 that it works

The problem is the massive AP of Sailor Moon, betwee 23.02 megaFoe and 4.554 Terafoe....

It has a resistance to matter decay But she could not tank this indefinitely because she was weak enough after this manipulation

I'm leaning towards Surfer here. It's true that Moon has the AP advantage, but it won't do much against someone with High regen. And most of her resistances are either stuff that Surfer doesn't use (mind control, space-time erasure) while her resistance to matter manipulation doesn't really seems good enough to resist Surfer's (subatomic level>>>>>>>>>>simple matter decay). So if this becomes a "who strike first" i'll vote Surfer due to better survivability (resistance to soul manip and High regen) and more ways to OHK (Surfer can do more or less everything that she can do then some)

TL;DR Surfer wins via resistances and versatility.
