Well that's a good one.

Both are evenly matched in nearly everything, apart from:

Intelligence - Thrawn outsmarts Tarkin.

Weaponry - Tarkin has more effective ways to kill Thrawn: a vibroknife and a force pike, apart from the blaster.

Their blasters would be rather useless unless they had a clear shot to the face, so probably it would go down to CQC. In this case I would pick Thrawn, as he could figure out and exploit any weaknesses or gaps in Tarkin's defense in a matter of minutes, if not seconds.
