Stitch vs Pikachu

This is a normal Pikachu, as in the High 8-C form. Not the anime version. Also it has all moves that the average Pikachu is capable of using available to it.

Win via KO, incapacitation, or death. SPEED EQUALIZED

Inconclusive, but heavily leaning towards Pikachu.

Without speed equalized, Stitch has no way of getting to Pikachu (Peak Human vs Transonic), and he also cannot dodge Pikachu's attacks (Hypersonic reactions vs Massively Hypersonic+ attack speed). Pikachu can also use paralysis and Agility to increase these speed gaps, and use Double Team to throw Stitch off the correct target. Stitch's only advantage seems to be his durability, but Pikachu's durability is also higher than Stitch's AP. I'm not sure either of them can hurt each other, unless Tail Whip is actually treated as working how it does in the games, but I doubt it would bring Stitch's durability down to Pikachu's level.
 
I don't think speed equalized really matters here, since neither appear to be able to hurt each other, but I suppose it would make the match more fair since it would let Stitch get closer to Pikachu and avoid his attacks.
 
I go for Stitch

His durability is far higher and due to speed being equalized, he can tag Pikachu and beat it down. Altrought Pikachu is going to take a while to fall because of his ranged attacks.

@Numbers How far into Building level is Stitch? Pikachu's durability (8-C+) is higher than Stitch's AP (8-C) as well. As I said earlier, I'm unsure if either of them can really hurt each other.
